Achievers and Achievements

Provide an overview of your company-organization, including its core activities and the range of products or services it offers.

Gov2Biz Inc. develops SaaS solutions for government agencies to manage regulatory operations. The company’s platform is used by state and local governments across the United States to regulate industries including finance, cannabis, alcohol, tobacco, and professional licensing. To date, Gov2Biz products are used by agencies serving 40 million residents and have processed over $1 billion in collections.

The platform manages agency workflows through five core functions:

  • Licensing & Permitting: Processes applications, approvals, payments, and renewals online for constituents.
  • Inspections: Enables field staff to log violations, issue notices, and schedule follow-ups via mobile tools.
  • Enforcement: Tracks case management, evidence collection, penalties, and legal proceedings.
  • Taxation Management: Handles tax filings, calculations, and audit tracking for revenue collection.
  • Payment Processing: Accepts online and mobile payments for taxes, fines, and fees with integrated accounting and reporting.

By replacing legacy systems with a single platform, Gov2Biz allows government agencies to centralize operations, track compliance, and manage revenue collection.

Share a standout achievement that your organization takes immense pride in, along with the impact.

Gov2Biz transitions state and local government agencies from legacy environments to unified operational platforms.

Key agency deployments include:

Texas Alcoholic Beverage Commission (TABC): Replaced 18 legacy systems with a single platform to manage 100,000+ licensees and process over $1 billion in financial transactions. The system helped issue 36 permits and licenses, and process 300,000+ applications with 450+ staff users and a 72% faster processing rate. Beyond operational efficiency, Gov2Biz enables critical public safety outcomes. The platform’s case management intelligence supported major multi-agency enforcement operations, including investigations that resulted in human trafficking rescues and organized crime prosecutions.

Alaska Alcohol and Marijuana Control Office (AMCO): Implemented the regulatory platform within five months, reducing licensing approval times by 70% while combining separate alcohol and cannabis database operations.

City of Kermit, Texas: Integrated the Lia AI tool into municipal operations, which reduced routine citizen phone inquiries by 70%.

Colorado Department of Revenue: Contracted Gov2Biz for statewide deployment across 10 regulatory divisions – including Auto, Gaming, Liquor, Tobacco, Firearms, Racing, Marijuana, Natural Medicine, DMV, and Lottery. The implementation replaces existing occupational licensing and case management systems with a platform featuring integrated AI assistance for agency staff.

Overcoming challenges is often a part of achieving success. Could you narrate a significant obstacle your organization encountered and the strategies used to overcome it while pursuing its goals?

A primary obstacle in government software modernization is the fragmentation of legacy systems. Regulatory agencies frequently operate on separate, isolated databases where licensing records, inspection logs, and financial ledgers do not share data. This configuration results in administrative delays, data reentry errors, and a lack of real-time visibility across enforcement and licensing divisions.

To address this, Gov2Biz deployed a strategy of comprehensive database consolidation and business process configuration instead of applying software wrappers over existing systems.

The company engineered a single data model hosted on AWS GovCloud designed to execute multi-agency workflows within a single compliant environment. Gov2Biz maps automated workflows directly to statutory regulations. This approach allows state and local agencies to decommission separate legacy applications simultaneously, consolidating administrative functions and tracking data without halting public operations.

Share an innovative strategy or approach that your organization has embraced and how has it played a role in contributing to the overall success.

In 2025, Gov2Biz integrated an agentic AI framework directly into its regulatory platform.

For agency personnel, the software includes a copilot tool that automates administrative tasks. Investigators and regulators use the system to generate draft text for investigation narratives, locate data correlations across historical records, and receive automated compliance alerts with task routing. Initial deployment data shows a 60% to 70% reduction in the time required to write reports.

For constituent services, Gov2Biz deployed two distinct AI agents: Sia for state regulatory agencies and Lia for municipal operations. These agents operate 24/7 via voice and chat interfaces to process complete transactions without manual staff intervention. The system handles specific constituent workflows, which include answering regulatory policy questions, guiding users through licensing applications, scheduling inspections, verifying application statuses, and processing payments for permits, fines, and utilities.

As a recipient of the Globee Awards, what valuable insights or guidance can your organization offer to others?

Guidance for organizations developing enterprise software includes anchoring development in functional utility and measurable user impact rather than emerging technology trends or marketing metrics. Sustainable adoption occurs when software addresses foundational, structural problems for the end-user.

In the public sector, this requires designing software around the specific workflows of constituents and agency personnel. Every automation, database structure, and AI implementation must function to reduce processing times, eliminate redundant administrative steps, and improve regulatory access.

Organizations should prioritize the following parameters to establish operational viability:

Environmental Complexity: Acquire a complete understanding of the statutory rules, compliance frameworks, and operational constraints governing the target industry.

Data Security and Transparency: Maintain strict adherence to data protection standards and verifiable auditing procedures.

Measurable Impact: Evaluate organizational success using objective operational metrics, such as transaction processing speeds, reduction in inquiry volumes, and digital filing compliance rates.
